William Paxton, a wealthy landowner and businessman, commissioned the neoclassical mansion and tower in 1806, both designed by architect Samuel Pepys Cockerell.
The tower was originally called Nelson's Tower in honour of Lord Nelson, who died at the Battle of Trafalgar in 1805.
