The clock tower was built by the governor of Kocaeli Musa Kazım Bey in 1901 to commemorate the 25th anniversary of Sultan Abdulhamid II's accession to the throne. The tower, which is one of the first works of art by architect Vedat Tekin, was built in the neoclassical style.

Travertine stones, which are unique to Hereke and Tavsangil regions, were used in its construction. Mustafa Seymi remade his clock in 1929.
